Position Summary

MEASURE Evaluation, a global USAID-funded multi-partner project focusing on population, health and nutrition monitoring and evaluation (M&E) activities based at the Carolina Population Center (, University of North Carolina at Chapel Hill, has an immediate opening for a Country Portfolio Manager to assist in the monitoring of MEASURE Evaluation’s field programs. MEASURE Evaluation focuses on monitoring and evaluation (M&E) and health information systems (HIS) for improving health sector decision making.

The Country Portfolio Manager (CPM) is a member of the Project’s Field Operations Division and performs technical research duties. The CPM works in close collaboration with other Field Operations staff to ensure cohesive and effective implementation of field-funded programs, as well as coordination of field- and core-funded activities implemented in countries. The CPM provides strategic information needed by Project Senior Management for programmatic and budgetary decision making, and assists with facilitating key partnerships critical to the functioning of MEASURE Evaluation. In this role, the CPM coordinates cross-partner collaboration at the field level, facilitates training and technical updates for field-based staff, and ensures clear and systematic information-sharing between field-based staff, central staff, and Project Senior Management. From time to time, the CPM is also called upon to assist country teams in the delivery of their approved scopes of work.

Reporting to the project’s Director for Field Operations, the CPM will provide research technical assistance, individually or as part of a Field Operations team, to organizations and institutions in developing countries, as well as to global institutions (such as the United Nations agencies and international donor organizations) on issues related to the monitoring and evaluation of population, health and nutrition programs, including HIV/AIDS, TB, and Malaria.

Educational Requirements

Masters in Public Health or related field.

Qualifications and Experience

-Minimum of 5 years of international work experience required.
-Prior experience working with USAID or US-Government funded projects required.
-Strong problem-solving and decision-making capabilities required.
-Team player with the ability to work in a fast-paced environment required.
-Proven organizational, negotiation and consensus-building skills required.
-USAID Agreement Officer’s Representative (AOR) or Cognitive Officer Technical Representative (COTR) certification is preferred.
-Relevant experience/skill in monitoring and evaluation or health information systems required.
-Fluency in English is required, and a second language (French, Portuguese or Spanish) is preferred.
-Strong written and verbal communication skills required.
-Attention to detail, able to work with technical teams and manage work flow processes under time sensitive project deadlines required.
-Cross-cultural openness, sensitivity, and flexibility required.
