Department Description

The Carolina Population Center is an interdisciplinary research and training center under the Vice Chancellor for Research. The Center’s goals are to create new knowledge, develop new sources of data to support population research, promote the development and use of innovative methodologies, build skills and capacity, and disseminate data and findings to population professionals, policy makers, and the public.

The MEASURE Evaluation Project in the Carolina Population Center ( at the University of North Carolina at Chapel Hill is a large international project funded by the U.S. Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision-making. The MEASURE Evaluation Project is the largest social science project ever awarded to UNC and has a budget of $181 million and associate awards totaling $44.9 million. The project consists of five subcontractors serving as major partners including John Snow Inc., ICF, Palladium Group, Tulane University, and Management Sciences for Health and over sixty minor subcontractors. The project has headquarters at UNC-CH and partner organizations but has seven country offices and works in over thirty-seven countries at a time. There are over 180 active scopes of work taking place at any given time throughout the world. There have been over 200 project activities during the life of the project.

Position Description

This position will manage the human resources (HR) and payroll functions for the MEASURE Evaluation Project, including processing appointments, permanent and temporary recruitments, salary and/or job changes, requesting visas (including H-1B’s), and coordinating payroll (TIM system). This position will also provide PeopleSoft (ConnectCarolina) HR processing for the MEASURE Evaluation Project as well as for the Carolina Population Center.

There are currently 78 permanent employees working at the MEASURE Evaluation Project. Additionally, there are many temporary student, faculty, and staff employees that increases the volume of actions managed. We also work with partnered departments on campus (employing over 150 people) to bring students and faculty members onboard. This position supports the HR functions for these partnered departments with tasks such as, project orientation, maintaining project databases and directories, keeping track of effort billing and other assigned processes.

Minimum Education and Experience Requirements

Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

This position requires strong qualitative as well as quantitative skills, demonstrated proficiency in the creation and manipulation of Excel files, exceptional attention to detail, and the ability to work independently, at a very high level, with little supervision.

Preferred Qualifications

2-3 years of HR coordination is preferred.
