Position Summary

The MEASURE Evaluation Project in the Carolina Population Center (www.cpc.unc.edu) at the University of North Carolina at Chapel Hill is a large international project funded by the U.S. Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision-making. The Assistant M&E Officer will track, collect, manage and review project level performance monitoring data and evaluation analysis. General responsibilities of the Research Associate includes providing technical leadership and assistance to project partners to develop M&E plans; tracking activities and results; developing information systems for reporting and retrieving results; developing guidance documents and accompanying training materials for results reporting; and assisting the project M&E team to develop Sponsor reports and associated materials. This will include participation in other monitoring and evaluation research and technical assistance activities of the project both in the U.S. and overseas. The Research Associate will work under the guidance of and report to the MEASURE Evaluation Associate M&E Officer.

Educational Requirements

Master’s Degree in Public Health or related discipline required.

Qualifications and Experience

Basic understanding of M&E principles required. Demonstrated skills in M&E frameworks, indicator development, systems development and report writing preferred. Experience working with donor agencies preferred (including, but not limited to, USAID). Proven ability to work effectively with both funding agencies and with national and local personnel. Excellent interpersonal and organizational skills. Excellent written and oral communication skills. Experience in developing countries preferred. Availability and interest in working, internationally, in developing countries and ability to travel internationally at least 20 time annually. Fluent in English, required, and a second language (French, Russian, or Spanish) preferred.
