Position Summary

The MEASURE Evaluation Project in the Carolina Population Center at the University of North Carolina at Chapel Hill is a large international project funded by the US Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision-making. The Deputy Director for Operations will be responsible for all finance and administration support to the project’s technical research activities. General responsibilities of the Research Associate include providing leadership and assistance to project research staff in the development and implementation of technical activities; compliance with all relevant Federal, State and University laws and rules pertaining to research; oversight of the research activity tracking function; developing information systems for reporting and retrieving results from research activities; and participation on the project’s Senior Management Team to develop strategy and long range plans for the project’s research portfolio. This will include the provision of support to research and technical assistance activities of the project both in the US and overseas. The Research Associate will work under the guidance of and report to the MEASURE Evaluation Director and is a member of the project’s Key Staff.

Educational Requirements

Master’s Degree in Business, Public Health or related discipline is a minimum requirement.

Qualifications and Experience

Required: An understanding of research methods and practices. Substantial experience working with contracts and grants. Demonstrated experience with leading and managing the design, development, implementation and maintenance of database systems. Proven ability to work effectively with both funding agencies and with national and international personnel. Excellent interpersonal and organizational skills. Excellent written and oral communication skills. Ability to translate research scopes of work into budgets and plans. Availability and interest in working internationally in developing countries, and ability to travel internationally at least 10 times. Working knowledge of and experience applying relevant federal rules, including OMB Circulars A-110 and A-21, 22 CFR 226 and 228, the FAR, and the Federal Travel Regulations (41 CFR 301-4). Familiarity with policies and procedures affecting sponsored research. Familiarity with experimental and non-experimental research designs, as well as descriptive and inferential statistics. Knowledge and experience in assisting researchers with implementing a wide variety of research activities to include population based sampling, rapid methods, and other field based research activities. Preferred: Experience with USAID Experience working in a university research setting. Experience in implementing projects in developing countries. Proficiency in a second language (French, Spanish, Portuguese).
