Research Associate-Sr CBT Technical Specialist, Measure Project

The MEASURE Evaluation Project in the Carolina Population Center (CPC) at the University of North Carolina at Chapel Hill is a large international project funded by the US Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and systems. Activities include development of tools and methods to improve data collection, analysis and use; capacity building and training (CBT) in M&E and HIS; and evaluation research. Particular attention is placed on generating demand and use of information for decision-making. See www.cpc.unc.edu measure. The FEEDBACK Project in the CPC, funded by USAID, focuses on performance monitoring, impact evaluation, and knowledge management for the US Government Feed the Future Initiative. Activities include capacity building in performance management and impact evaluation related to food security and nutrition and implementation of impact evaluation research. The Senior Specialist for Capacity Building and Training (CBT) will lead the development, implementation, and evaluation of the capacity building strategy and activities for both projects. The person in this position will oversee the work of the research staff working in training, distance learning, and organizational development (OD). He She will also liaise with the MEASURE Evaluation Senior Technical Specialists on Data Demand and Use (DDU) and Knowledge Management (KM) for the implementation of the DDU, KM, and CBT activities. He She will work with international agencies, donors, and other partners for development of harmonized CB tools and methods. For the FEEDBACK project He She will teach topics in the Monitoring and Evaluation of Population, Health and Nutrition programs, as well as impact evaluation, advise on survey research design, and perform data analysis and reporting. The position will operationally report to the MEASURE Evaluation project Deputy Director for CBT, KM, and DDU, and be additionally responsible to the UNC Team Lead for activities related to the FEEDBACK project. The position will be based at the CPC in Chapel Hill, North Carolina.

Ph.D. degree in Public Health or in a related discipline with five years of directly-relevant experience is preferred. A Masters’ degree in Public Health, a related science, or in organizational development will be considered if the applicant has at least 7 years of relevant experience in international assistance in the public health arena and in capacity building.

Extensive training and experience in strategic planning, institutional capacity building and organizational development highly preferred. Experience in monitoring and evaluation of health, population, nutrition or food security programs, as well as survey research in developing countries highly preferred. Thorough understanding of the monitoring and evaluation research capacity building needs of developing country agencies required. Understanding of measurement approaches and the ability to apply them in the context of capacity-building. Strong conceptual, writing and communication skills required. Strong interpersonal skills and ability to work effectively with other project staff, Sponsors and other international agencies especially in developing country environments. Fluent in English; a second language, French or Spanish, highly preferred. Availability to travel internationally 10-20 of time.
