Position Summary

The MEASURE Evaluation Project in the Carolina Population Center ( at the University of North Carolina at Chapel Hill is a large international project funded by the U.S. Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision-making.  Within CPC, all technical and financial oversight of USAID funded projects are managed out of the MEASURE Evaluation Project.

The Survey Data Analyst will be responsible for providing data management and analysis for various projects under the direction of investigators on the MEASURE Evaluation Project. These projects collect community-, facility-, household-, and respondent-level data, often in multiple waves. The analyst will write and support data entry and computer assisted interviewing (CAI) programs using CSPro, ODK, Qualtrics, and/or other software. The analyst will work in close collaboration with project investigators to develop instruments and procedures, and to translate these requirements into effective and accurate data collection methods. The analyst will be required to travel internationally to train field staff in the use of the custom systems. The analyst will also manage data obtained from the data entry and CAI systems, including data cleaning and creation of Stata analysis files. The analyst may be asked to assist in analysis variable construction or other analysis tasks.

This position may require international travel approximately 15% of the time.

Educational Requirements

Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution; or Bachelor’s degree and some computer coursework from an appropriately accredited institution and one year of experience in business application consulting or development; or Associate’s degree in Computer Programming and four years of experience in application consulting or development; or an equivalent combination of education and experience.

Qualifications and Experience

-Demonstrated ability and experience in using CSPro/ODK/or equivalent software to develop data capture systems is required
-Experience using Stata or SAS for data management of complex data structures is required
-Ability to travel to foreign countries to support data collection efforts and ability to communicate with international staff in a culturally competent manner is required
-Strong attention to detail with ability to proceed with incomplete or shifting requirements, adapt to changes in priorities, manage multiple tasks concurrently, and manage work flow processes under time sensitive project deadlines is required
-Strong organizational and interpersonal skills with the ability to work both independently and as a team member is required
-Experience with population-based surveys; data management, cleaning and post-processing; data documentation, dissemination, and user support in an academic setting are preferable
-Experience programming in VBA, mySQL, JavaScript, Python, PHP are preferable
-Fluency in a second language of relevance (e.g., French, Spanish) is preferable
