Position Summary

The Carolina Population Center (www.cpc.unc.edu) is a community of scholars and professionals at the University of North Carolina at Chapel Hill collaborating on interdisciplinary research and methods that advance understanding of population issues. The MEASURE Evaluation Project (www.measureevaluation.org) in the Carolina Population Center is a large international project funded by the United States Agency for International Development (USAID) that focuses on monitoring and evaluation of population, health and nutrition programs and improving health sector decision-making. The project works in nearly 40 countries and is a partnership of 6 organizations led by UNC-CH.

The primary responsibility of the Web Programmer is to develop and maintain web applications for the Center and its projects with an emphasis on the MEASURE Evaluation project’s management information systems (MIS), intranet, and website. The Web Programmer will work with a team of developers under the supervision of the Center’s Director of Web Services to: (1) design, develop, and maintain web based applications and sites using predominately open source technologies such as PHP and MySQL and work with researchers and staff to gather requirements and specifications; (2) troubleshoot and remedy reported issues and/or respond to ad hoc informational needs (e.g., custom reports); and (3) assist in the configuration, maintenance, and integration of the team’s systems, operational data, frameworks/toolsets, and business processes.

Educational Requirements

Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution; or Bachelor’s degree and some computer coursework from an appropriately accredited institution and one year of experience in business application consulting or development; or Associate’s degree in Computer Programming and four years of experience in application consulting or development; or an equivalent combination of education and experience.

Qualifications and Experience

- Substantial experience designing, developing, and maintaining web based applications with PHP, HTML, CSS, JavaScript, and MySQL, required.
- Ability to work well as a member of a team and/or independently, with limited day-to-day supervision, required.
- Ability to communicate effectively and professionally with customers, including international audiences, required.
- Strong attention to detail with ability to proceed with incomplete or shifting requirements, adapt to changes in priorities, manage multiple tasks concurrently, and manage work flow processes under time sensitive project deadlines, required.
- Experience with jQuery, Ubuntu Linux, Apache, Git, Python, SharePoint, Plone, WordPress, PDF, and Microsoft Office file formats, preferred.
- Strong design sense for exceptional web application and web site user interfaces / experiences and usability, preferred.
- Experience in a production support environment, possessing analytical and problem-solving skills to be able to perform detailed root cause analysis and resolution, preferred.
- Experience working on international research projects in an academic setting, preferred.
