Q&A: Do editorials that respond to a peer-reviewed article fall under the NIH Public Access Policy?

Q: Do letters to the editor as a response to a peer-reviewed article that is funded by NIH fall under the NIH Public Access Policy? One of my researchers received an automated e-mail by Elsevier to approve a manuscript that is a letter to the editor.

Though NIH is clear that editorials should not be submitted to PubMed Central (http://publicaccess.nih.gov/FAQ.htm#b2), it could be argued that PubMed Central should include subsequent comments about a research article in order to provide important information about the article to researchers and the public.

A: Editorials in response to peer-reviewed articles do not comply with the policy and should not be submitted to PubMed Central.
