Job Description

ICF International has an opening for a Monitoring and Evaluation (M&E) Officer working with MEASURE Evaluation to support the National Malaria Control Program in Democratic Republic of Congo. The M&E Officer will focus on malaria only and this position will require working at the National Malaria Control Program in Kinshasa. She/he will work with other staff in monitoring the national malaria response. Tasks will include developing and implementing monitoring, evaluation, and research strategies in malaria; planning technical assistance and training strategies for in-country programs; and assisting staff with ongoing routine malaria activities. The full-time position is based in Kinshasa, Democratic Republic of Congo. This is a local-hire position.

Qualifications

Key Responsibilities:

  • Organizational relationships: Report to the M&E Coordinator at the National Malaria Control Program and the MEASURE Evaluation Senior Malaria M&E Specialist 
  • Review monitoring reports to assess interim impacts and identify causes of potential bottlenecks in implementation
  • Contribute to the development and implementation of performance monitoring and evaluation strategies 
  • Participate in data analysis and report writing, including working with publications to finalize and publish documents 
  • Provide support to training and capacity building exercises with country participants
  • Prepare for and participate in meetings and conferences with USAID and other donor organizations to develop workplans, design interventions, and report on progress of activities 
  • Contribute to research and M&E methodology development activities 
  • Design the formats and procedures for operational monitoring in conjunction with national stakeholders
  • Collect, compile and analyze reports prepared by implementing partners and preparing consolidated progress
  • Collaborate with implementing partners and primary stakeholders to develop feasible and effective discussion events where M&E data are analyzed and corrective actions can be agreed upon
  • Train on M&E and facilitate M&E design and implementation processes with implementing partners and primary stakeholders 
  • Undertake and facilitate others to implement the M&E plan, regularly revising and updating performance questions, indicators, methods, formats and analytical processes.
  • Travel domestically or internationally as necessary

Basic Qualifications: 

  • Bachelor degree or equivalent in related field
  • Two to five years of professional experience in public health
  • Experience working overseas in a developing country
  • Interest in monitoring and evaluation and research
  • Fluency in French and working knowledge of English, with the ability to write in both languages.
  • Fluency in national languages (especially Kiswahili and Lingala) 

Professional Skills:

  • Excellent verbal and written communication skills
  • Demonstrated ability to work effectively in cross-cultural situations and developing country environments
  • Ability to work effectively with other projects’ staff, USAID, other donors and international organizations
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Experience in M&E preferred 
  • Proficiency in one of the statistic packages (STATA, SAS, SPSS) preferred
