Position Summary

The MEASURE Evaluation project in the Carolina Population Center at the University of North Carolina at Chapel Hill is a large international project funded by the US Agency for International Development (USAID) that focuses on monitoring and evaluation (M&E) of population, health and nutrition programs and improving health sector decision making. MEASURE Evaluation has been awarded an Associate Award by USAID-Kenya and is seeking an experienced Monitoring and Evaluation Officer for the project’s Kenya office in Nairobi. The Research Associate, M&E Officer in Kenya will track, collect, and review project level performance monitoring data and evaluation analysis and assist project staff in documenting activity progress and results. Duties will include monitoring project activities and results; providing information on the status and progress of program activities; disseminating information; and reporting project results, per client instructions, to interested parties. General responsibilities of the M&E Officer include providing technical leadership and assistance to project partners in tracking activities and results; developing information systems for reporting and retrieving results; developing guidance documents and accompanying training materials for monitoring project activities and reporting results; and assisting the project senior management team to develop sponsor reports and associated materials. He/She will assist in providing technical inputs to monitor the progress in strengthening M&E systems in Kenya such as strengthening community health and referral information systems and supporting health programs in Kenya to better identify their information needs and develop and test tools to support information use. The M&E Officer for the Associate Award in Kenya will work under the guidance of and report to the MEASURE Evaluation M&E Officer.

Educational Requirements

Masters’ degree in Public Health or related discipline required.

Qualifications and Experience

Strong understanding of M&E principles required. Strong understanding of Kenyan health systems required. Demonstrated skills in M&E frameworks, indicator development, systems development and report writing required. Experience developing databases required. Experience working with donor agencies preferred (including, but not limited to, USAID). 3-7 years of experience in monitoring and evaluation of health programs required; prior experience in health programs and M&E systems in Kenya preferred; experience working with the Government of Kenya preferred; examples of technical writing requested. Experience in production of customized dashboards for data presentation and strategic information preferred; Experience in data analysis, report writing, dissemination, use and knowledge management required.
