Position Summary

MEASURE Evaluation, funded by the United States Agency for International Development (USAID), is an international population, health, and nutrition monitoring and evaluation project, with offices at the University of North Carolina at Chapel Hill, Carolina Population Center (www.cpc.unc.edu/measure). MEASURE Evaluation has an opening for a graduate-degree-level Research Associate to serve as its liaison in Washington DC to United States government (USG) partners including USAID and the President’s Emergency Plan for AIDS Relief (PEPFAR). The Research Associate will represent the project at key meetings, work closely with senior managers and partner organizations, respond to requests, and implement activities. Activities include: presentations and representation at USAID and PEPFAR Office of the Global AIDS Coordinator (OGAC) or other relevant USG meetings and training programs; assistance in strategic planning and program management; contributing to budgeting, proposal and report preparation for requests from USAID headquarters and OGAC; coordination of headquarters office strategic information (SI) technical assistance to country programs and USAID Missions. Activities are related primarily to HIV/AIDS, malaria and infectious diseases, and nutrition, but may include other health areas as needed. The position will be based in the Washington DC area and will report to the MEASURE Evaluation senior technical specialist for HIV/AIDS located in Chapel Hill, NC. Frequent travel to Chapel Hill, on average of once per month, is expected. Some international travel is expected.

Educational Requirements

A master’s or Ph. D. degree in Public Health, Sociology, Demography, Economics, Epidemiology or a related discipline is required with 5 years of relevant experience and significant knowledge of PEPFAR OGAC and USAID, in addition to relevant field experience.

Qualifications and Experience

Experience in use of measurement methods required for monitoring and evaluation of international (PEPFAR or USAID funded) population and health programs, including strong research skills. Experience and knowledge of PEPFAR-specific reporting program monitoring and evaluation. Prior experience working in a developing country in the field of HIV/AIDS international development. Ability to work independently and manage projects on a daily basis with minimal supervision to include ability to meet deadlines and multi-task. Strong interpersonal, diplomacy, organizational and writing skills a must. Ability to work effectively with project staff, USAID, PEPFAR OGAC staff in country and at headquarters, other donors and international organizations. Fluency in English (required); Fluency in French, Spanish, Portuguese or other languages (strongly preferred). Availability to travel internationally occasionally (required).
