Project Overview: MEASURE Evaluation is a team of experienced organizations awarded a leader with associates cooperative agreement by the U.S. Agency for International Development (USAID) to be their Global Health Bureau's primary vehicle for supporting improvements in monitoring and evaluation (M&E) in population, health and nutrition worldwide. MEASURE Evaluation provides technical leadership through collaboration at local, national, and global levels to advance the field of monitoring and evaluation.
As a key component of USAID's Monitoring and Evaluation to Assess and Use REsults (MEASURE) framework, MEASURE Evaluation is implemented by the Carolina Population Center at the University of North Carolina at Chapel Hill, with Futures Group, ICF International, John Snow, Inc., Management Sciences for Health, and Tulane University.
Background
Overall Responsibilities: The Resident Advisor will provide overall leadership and coordination in planning, implementing and evaluating all activities supported under the project. He/she will be the health information system/M&E advisor and will be responsible for building capacity for data demand, collection, transmission, reporting, analysis and use at all levels of the health system, including the institutions under the Ministry of Health and HIV Prevention, in particular the staff of the Direction of Planning, Monitoring and Evaluation.
Specific Responsibilities will include, but not be limited to the following:
- Lead project activities to:
- Improve coordination of health information system (HIS) strengthening activities in partnership with key donors, to prevent duplication of efforts and improve synergy and complementarity including conducting mapping of HIS partners, revising HIS indicators, organizing data review workshops, revising supervision guidelines including introducing routine data quality assessment (RDQA), and implementing a PRISM assessment.
- Develop and improve capacity of health workers to collect, analyze and use data for decision making and improve capacity of the Ministry of Health (MoH) in geographic information systems (GIS).
- Develop an action plan to strengthen community-based information systems in collaboration with the MoH and its partners.
- Participate in the coordination of the development and implementation of appropriate data collection and reporting tools and information circuits that correspond to the needs of decision makers at every level of the health system.
- Develop and maintain appropriate program databases in coordination of key stakeholders.
- Prepare detailed costed capacity building plan for the Directorate of Planning, Monitoring and Evaluation.
- Coordinate operations research and special studies as may be needed.
- In consultation with and through the Director of HIS, create linkages with other sectors and agencies involved in the strengthening the national HIS.
- Coordinate/assist documentation of best practices and success stories.
- Provide general program and technical direction, as well as completion of required reports.
- Oversee the development of appropriate planning, monitoring, management and control systems to ensure informed decision making and implementation of project activities.
- Ensure project financial systems and controls comply with generally accepted accounting practices and U.S. government standards.
- Oversee monitoring of project activities and ensure incorporation of lessons learned into ongoing activities.
- Compile program reports as required.
- Participate in USAID implementing partners' meetings as required.
- Assist in conducting the PLACE study for MARP size estimation and mapping and the MOT to describe the epidemic.
Qualifications
- Advanced degree (MPH, MS, MA, other) in public health or related fields such as health systems or health information;
- At least 5 years “hands-on experience” in health information systems in a health or related international NGO or bilateral/multilateral organization, preferably in sub-Saharan Africa;
- Demonstrated capacity to develop and oversee implementation of health information system tools;
- Proven abilities in the area of conducting operations research, impact assessments, project/program monitoring and evaluation, documentation and advocacy;
- Superior analytical, presentation, communication and reporting skills;
- Sound IT knowledge, word processing, spreadsheets, databases, presentations and statistical applications;
- Experience handling project funds and accounting for expenses incurred;
- Good interpersonal and management skills, a team player and builder;
- Good command of the French language. Working knowledge of English will be a strong advantage.
