MEASURE Evaluation's technical approaches flow from the conceptual framework (above) that emphasizes a cycle of generating demand for information, improving data collection, making data more available, and facilitating the use of information to inform decisions. This information-use cycle, nested within a larger context of capacity building, coordination, and collaboration, aims to improve health systems and, ultimately, health outcomes.
