Technical Leadership and Expertise
MEASURE Evaluation researchers and technical advisers combine extensive
field experience and knowledge. We are innovators trained in demography,
epidemiology, economics, statistics, medical anthropology and clinical health
sciences.
As technical advisors to USAID and its missions in developing countries, we help inform and improve health program decision making. We do this by:
- developing, testing, and promoting accurate, cost-effective
tools and methods for monitoring and evaluation;
- improving the performance of Routine Health
Information Systems (RHIS) for more effective health system management;
- developing and delivering training workshops to build
capabilities of individuals and in-country organizations; and
- exploring the economic, social and cultural
factors that must be considered when providing guidance to health programs to
inform and improve public policy.
Key areas of this technical leadership include:
Monitoring and Evaluation (M&E)
We have worked in more than 50 countries to help national, regional and local entities improve their monitoring and evaluation of health and population data. Through these technical consultations, we have developed a collection of M&E manuals and indicator guides that are in wide use around the world.
HIV/AIDS Monitoring and Evaluation Network (AIMEnet)
AIMEnet is an e-mail listserv for the community of HIV/AIDS M&E professionals.
Data Demand and Information Use (DDIU)
DDIU is a framework and toolkit to aid policymakers and organizational stakeholders improve the use of health and population data throughout a country.
Violence Against Women (VAW)
MEASURE Evaluation is developing a compendium of agreed-upon indicators
for programs addressing violence against women and girls with the
advice and input of a panel of international experts.
Geographic Information Systems (GIS)
Geographic information systems
(GIS) provide researchers with spatial tools they can use to map and analyze
characteristics of people, objects, and events. Recorded locations of
populations, health facilities, roads, regional boundaries, and other variables
can be stored as different “layers” of multi-dimensional maps.
Health Facility Assessment Methods
A
collaborative effort present a series of standardized
health-facility indicators and an inventory of health-facility
assessment tools.
Orphans and Vulnerable Children (OVC)
MEASURE Evaluation is actively engaged in work is to improve programs
for orphans and vulnerable children by providing much-needed data
about programs and populations, and by sharing information with the
countries and organizations implementing these programs. This work is
in support of major efforts by the U.S. President's
Emergency Plan for AIDS Relief to improve OVC program effectiveness.
Priorities for Local AIDS Control Efforts (PLACE)
PLACE
is an approach and methodology developed by MEASURE Evaluation to
monitor local HIV prevention program coverage. It has been used in more
than a dozen countries, and is available for download here.
President's Emergency Plan for AIDS Relief (PEPFAR)
MEASURE Evaluation actively supports the strategic information priorities of the Office of the U.S. Global AIDS Coordinator and the U.S. President's Emergency Plan for AIDS Relief.
Performance of Routine Information System Management (PRISM)
PRISM
is a conceptual framework and toolset for strengthening the performance
of routine health information systems through better data quality and
improved information use.
Routine Health Information Network (RHINO)
This network helps strengthen
the role of evidence-based decision-making in the health sector in
lesser-developed countries, and promotes improvements in the planning and management
of health activities.
Sample Vital Registration with Verbal Autopsy (SAVVY)
SAVVY
is an extensive toolkit for monitoring vital events. MEASURE Evaluation developed
this in conjunction with U.S. Census and other collaborating
institutions.
