The 12 Components National Assessment Tool, which is based on the Organizing Framework for a Functional National HIV M&E System, was applied.

This study examines these inconsistencies among urban Honduran women interviewed at two points in time and presents reasons for inconsistent fertility motivations and contraceptive behaviors at follow-up.
