In support of the U.S. Agency for International Development’s (USAID) Regional Development Mission/Asia, MEASURE Evaluation leads a regional effort to strengthen national programs for monitoring and evaluating avian influenza programs. As part of this effort, MEASURE Evaluation, in collaboration with leading technical agencies and implementing partners, developed the Guide for the Monitoring and Evaluation of Avian Influenza Programs in Southeast Asia. The guide provides standard terminology for over 75 indicators around the program components of policy and planning; human health; animal health, and risk reduction.

To support the Regional Development Mission/Asia in managing its portfolio of AI programs, MEASURE Evaluation developed a database to store, aggregate and generate reports on indicators for USAID-funded AI programs in the region. The database assists in the management and analysis of data across multiple partners and countries. The database includes a number of features which strengthen data quality:

  • the use of a standard data entry form
  • disallowal of entry of invalid data elements
  • automated calculations of counts, percentages and averages for aggregated reports
  • automated error routines to flag potential data quality issues

The database generates reports on indicators aggregated by country, by partner and regionally.
