Health data and information are valuable only if they are used to inform the decision making process. Interventions that increase local demand for information and facilitate its use enhance evidence-based decision making and help make the health system more effective. MEASURE Evaluation has developed a conceptual framework (see diagram below) that outlines the context in which decisions are made and how this context influences the demand for data, the use of information, and the collection and availability of data. Data demand and use interventions that can be applied to the decision making process involve a comprehensive approach that builds capacity of data users and data producers and applies appropriate tools and strategies to support data use in any given context. MEASURE Evaluation has developed training curricula, tools and other strategies to assist health professionals develop interventions to improve data demand and use.
