MEASURE Evaluation actively supports the strategic information (SI) priorities of the Office of the U.S. Global AIDS Coordinator (OGAC) and the U.S. President's Emergency Plan for AIDS Relief. This is accomplished through collaborations with the SI and programmatic Technical Working Groups, as well as through technical assistance to US government teams in the field, emergency plan implementing partners, and host country governments. MEASURE Evaluation technical resident advisors support the objectives of the SI strategies in Cote d’Ivoire, Haiti, Kenya, Mozambique, Nigeria, Rwanda, Tanzania and Vietnam.
In the early implementation of the emergency plan, MEASURE Evaluation supported OGAC as they were establishing functioning SI teams in emergency plan focus countries. Initial work with the emergency plan included development of key guidance materials to facilitate high quality results reporting, and supporting focus countries through technical assistance to improve their ability to report according to OGAC guidelines.
MEASURE Evaluation’s support to the emergency plan improves the quality of HIV/AIDS data, generating demand for data and promoting information use (DDIU), developing innovative methods for measuring emergency plan indicators and conducting public health evaluations in the following program areas: Abstinence and Be Faithful Programs for Youth (ABY), Orphans and Vulnerable Children (OVC) and palliative care.
MEASURE Evaluation has worked to advance the monitoring and evaluation of HIV/AIDS programs worldwide through coordinated efforts to produce SI tools that are jointly supported by OGAC and other partners, such as the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM); the Heath Metrics Network (HMN); UNAIDS; UNICEF; the World Health Organization (WHO); and the World Bank Global AIDS Monitoring and Evaluation Team (GAMET). MEASURE Evaluation's director is a member of the UNAIDS Monitoring and Evaluation Reference Group (MERG) and staff participate in several working groups.
