Community-Level Program Information Reporting for HIV/AIDS Programs (CLPIR) seeks to improve information systems for community-level programs. The objective is to support harmonized monitoring and reporting systems that capture indicator data from programs. These systems are essential for effective program management and decision-making at all levels. CLPIR focuses on the following HIV/AIDS program areas:
- prevention;
- home-based care (HBC); and
- orphans and vulnerable children (OVC).
CLPIR contains both tools and process guidelines. The tools (found in module 1) are the heart of CLPIR and include illustrative program indicators, as well as generic data collection forms. Module 1 is divided into sections specifically designed for prevention, HBC, and OVC programs. The guidelines to processes through which the tools and resources are introduced to different stakeholders are contained in the other modules (a rapid assessment of needs in module 2, indicator harmonization in module 3, and a rollout training curriculum in module 4). In addition to the four modules, an introduction document explains the CLPIR system, including who typically uses CLPIR, how to use it, and an illustrative example.
