Training & Capacity Building
MEASURE Evaluation works globally to strengthen the technical capacity of in-country individuals and organizations for the identification of data needs and the collection, analysis, and use of appropriate data to meet those needs. The goal of our capacity-building work is to enable M&E organizations and individuals to generate relevant quality data, analyze them, and then use these data to improve program planning and decision making, thus improving health systems and health status.
MEASURE Evaluation's capacity-building approach has two main components:
- strategic planning and technical assistance to strengthen the organizations and systems responsible for M&E; and
- partnerships with selected regional universities and training centers in developing countries for offering workshops and masters-level courses on M&E topics and strengthening their capacity to conduct M&E activities.
As a complement, we produce related learning materials and make them available for general use.
1) Strategic Planning and Technical Assistance to Strengthen M&E Capacity
MEASURE Evaluation offers a facilitated organizational strategic-planning process as a way to assess and enhance the M&E capacity of an organization or national/subnational health-related M&E system. This process brings stakeholders together to define performance objectives, identify capacity strengths and gaps, and develop measurable action plans to address the prioritized gaps. We then provide focused technical assistance as needed and work with the partner to monitor progress. This assistance can include one-on-one or small-group training, collaboration, mentoring, program planning, and providing equipment, supplies, materials, and other resources. In cases where capacity-building objectives are not explicitly stated in a work plan, the above activities may be conducted more informally or in a limited way.
Another aspect of this organizational capacity-building commitment includes offering workshops designed to strengthen the capacity of participants to monitor and evaluate their own programs by using information to make more-informed decisions. We also work to strengthen the capacity of our regional training partners to offer and conduct M&E training workshops and masters-level degree programs with a focus on M&E in a technically and financially sustainable way, as well as enhancing their ability to offer M&E technical assistance to others.
2) Partnerships with Regional Universities and Training Centers
MEASURE Evaluation has established partnerships with selected universities and training and research centers in developing countries to offer high-quality training in M&E skills, tools, and innovations. The expected outcomes of these partnerships are:
- Strengthening the capacity of the partners to offer permanent short-term and masters-level programs in M&E in technically and financially sustainable ways;
- Strengthening the capacity of the partners to provide M&E technical assistance within their regions; and
- Building a cadre of developing country M&E professionals who are highly trained in M&E.
The goal is that our regional universities and training partners establish themselves as centers of reference for M&E in their regions.
Currently, MEASURE Evaluation has partnerships with:
- Mahidol University, Thailand;
- University of Pretoria, South Africa;
- Centre Africain Etudes Superieures en Gestion (CESAG), Senegal;
- Instituto Nacional de Salud Publica (INSP), Mexico; and
- Addis Ababa University, Ethiopia.
