Laurel Files is a Fellow Emeritus at the Carolina Population Center.

Laurel Files is a political scientist and her major population interest is program development and management. As coordinator of the International Project in Population Program Administration/PopCase Project, she wrote, oversaw, and edited training materials and teaching cases. She has coordinated international faculty workshops for management development and education and surveyed the status of international population program management training. Files has studied interorganizational relations and collaborated on a study of intersectoral coordination of national population and family planning programs. She is teaching courses in strategic planning, and organization design and change. Her current teaching is primarily focused on organization design and change; she has also taught strategic community health planning in HPAA's Executive Program in Health and Population for Developing Countries.
