Countries
Participation in the networking and learning component of the Transfer Project is open to all countries in Sub-Saharan Africa. The following are a selection of active programmes [NOTE: THIS AREA IS UNDER CONSTRUCTION WITH MORE TO COME SOON]:
- Ghana
- The Ghanaian Livelihood Empowerment Against Poverty (LEAP) Program is a SCT which targets ultra-poor households with OVC, the elderly poor and those with disabilities. It is implemented by the Ministry of Employment and Social Welfare of the Government of Ghana.
- Kenya
- The Kenya Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Program is a SCT which targets ultra-poor families with an orphan or vulnerable child age 18 or below. It is implemented by the Children’s Department of the Ministry of Gender, Children and Social Development of the Government of Kenya.
- Lesotho
- The Lesotho Child Grants Programme provides an unconditional cash transfer to poor and vulnerable households. The primary objective of the CGP according to the operational manual is to improve the living standards of Orphan and Vulnerable Children (OVCs) so as to improve nutrition and health status and increase school enrolment among OVCs. The CGP is targeted at poor households with children, including child headed households—there is no other special definition of “vulnerable” children.
- Malawi
- The Malawi Social Cash Transfer Scheme targets ultra-poor, labor constrained and high dependency households. It is implemented by the District Assemblies and is coordinated centrally by the Poverty Reduction and Social Protection Division of the Ministry of Development Planning and Cooperation, Government of Malawi.
- South Africa
- Researchers at UNC and University of Witwatersrand have designed a small conditional cash transfer intervention along with a community-level program to study the impact of cash transfers on HIV risk. The CCT is provided to young women and their families and is contingent on school enrollment. The community-based program is focused on engaging young men around issues of gender norms and HIV risk. The purpose of the study is to assess the relative role of social and structural (i.e. poverty) factors in HIV vulnerability of young women.
- Zambia
- Zambia currently has several different social cash transfer programs in operation, all implemented by the Ministry of Community development, Mother and Child Health (MCDMCH) (formerly the Ministry of Community Development and Social Services). A quantitative impact evaluation of the Social Cash Transfer (SCT) program in Monze district was recently completed. Two large-scale evaluations are currently ongoing, one of the Child Grant Program operating in the districts of Kalabo, Shangombo and Kaputa, and the other of the Multiple Categorical program in Luwingu and Serenje districts.
