Impact of Social Cash Transfers in Zambia

The Government of Zambia is in the process of scaling up its social cash transfer (SCT) program over the next 5 years. UNC, through a partnership with American Institutes of Research, the Government of Zambia, UNICEF and the UK Department for International Development, will contribute to the design of a social experiment to evaluate the impact of two SCT models&emdash;a universal child support grant and a poverty targeted scheme for labor constrained households. Comparison of impacts across programs will allow for a full understanding of the relative benefits of each approach, and will also contribute to understanding of the behavioral effects of such programs in a highly poor, low capacity context. Key indicators to be studied include children's health and schooling, household savings and investment activity, time preference, hope and optimism, and HIV related risky behavior.
