Providing Expert Consultation to UNICEF
This project is a long-term arrangement (LTA) between UNC’s Carolina Population Center and UNICEF’s Office of Research-Innocenti (OoR) to provide consulting services on (1) evaluability assessment and technical review of existing evaluations and (2) conducting impact evaluations, for seven topical areas, including: Social protection including cash transfers; Education or youth development; Health and nutrition including health insurance schemes; Emergency programming; Family and parenting support programs; Violence awareness and prevention; and Communication for development (C4D). Three Principal Investigators and 31 senior researchers with expertise in these areas form the expert pool. The LTA is an agreement under which UNC would be shortlisted as a preferred provider of both quantitative and qualitative impact evaluation services, making UNC part of a select group of pre-approved providers to receive RFPs to conduct these studies for UNICEF offices worldwide, including Headquarters, regionals and country offices. This LTA is led by three PIs (Quantitative: Dr. Gustavo Angeles, Dr. Harsha Thirumurthy; Qualitative: Dr. Clare Barrington), who are responsible for the intellectual lead on all contracts issued under this LTA. In collaboration with these PIs, any combination of senior researchers listed in the proposal may decide to respond to specific RFPs and be issued contracts during this 24-month period. This represents a new opportunity to advance UNICEF’s impact evaluation agenda, and increase UNC’s portfolio and visibility for rigorous impact evaluations globally.
