Primary Purpose of Organizational Unit
Since 1966, researchers at the Carolina Population Center have pioneered data collection and research techniques that move population science forward by emphasizing life course approaches, longitudinal surveys, the integration of biological measurement into social surveys, and attention to context and environment. We are also at the forefront of creating interdisciplinary training programs that integrate approaches from the social and biological sciences, building research capacity and training the next generation of scholars. Our faculty fellows address pressing research questions about population dynamics, fertility, health, mortality, migration, and the environment. Faculty come from multiple disciplines, benefiting from the cross-pollination of ideas. Position Summary
Carolina Population Center (CPC) at the University of North Carolina is one of the Centers for Research under the Office of the Vice Chancellor for Research. CPC has over 300 people who are affiliated with the Carolina Population Center, including more than 65 faculty fellows who sit across 16 academic departments. They are actively engaged in research ranging from technical demography to evaluating family planning programs and other policy interventions to measuring and disentangling the sources of health disparities in the United States. CPC has managed large awards from the United States Agency for International Development (USAID) since 1991. Across the USAID awards housed in CPC, the average annual revenues are roughly $60 million per year. To manage large projects successfully, CPC has developed flexible systems that provide stability and agility. Our customized financial and technical management information system enables us to track complex project structures with granular reporting on donor investment across multiple countries, offices, congressional initiatives, objectives, and scopes of work. 

The Measure Program is housed within CPC. Currently the Measure Program includes the MEASURE Evaluation project, ending in September 2020, as well as three Associate Awards (AAs) under the MEASURE Evaluation project that continue through at least September 2023. Many of our staff are faculty in UNC’s Gillings School of Global Public Health. Measure Program projects evaluate and strengthen health data systems, build human and institutional capacity, and manage complex projects across the globe. Country governments and agencies can call on our skills for disease surveillance, data generation, data analysis and use, curriculum development, complex quantitative and qualitative evaluation, spatial data analysis, health informatics, and more.

The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for managing MEL functions for one or more AAs of the MEASURE Evaluation project. These AAs are focused on global public health evaluation, tuberculosis data systems, and malaria surveillance, monitoring and evaluation systems around the world. The MEL Officer is responsible for developing and implementing project MEL plans and related systems to track, collect, and review project level performance monitoring data and evaluation analysis. General responsibilities include developing project result indicators; providing technical leadership and assistance to project partners and staff to implement MEL plans; developing information systems for reporting and retrieving project accomplishments and indicator achievements; managing or assisting in annual work plan development; tracking activity progress and project results; developing guidance documents and accompanying training materials for activity and results reporting; and preparing routine and ad hoc project reports and associated materials required by the funding agency. This may include participation in other monitoring and evaluation research and technical assistance activities of the project both in the U.S. and overseas. The MEL Officer will work under the guidance of and report to the Measure Program Associate Director for Program Management but will also take direction from the various AA directors.

Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. May require terminal degree and licensure.

Basic understanding of M&E principles required. Demonstrated skills in M&E frameworks, indicator development, systems development and report writing preferred. Experience working with donor agencies preferred (including, but not limited to, USAID). Proven ability to work effectively with both funding agencies and with national and local personnel. Excellent interpersonal and organizational skills. Excellent written and oral communication skills. Experience in developing countries preferred. Availability and interest in traveling internationally (up to 10% annually). Fluent in English required, fluency in French preferred.
