The Tuberculosis Data, Impact Assessment and Communications Hub (TB DIAH) Project, an Associate Award of the MEASURE Evaluation project, funded by the United States Agency for International Development (USAID), is a global health project, with offices at the Carolina Population Center, University of North Carolina at Chapel Hill (www.tbdiah.org) in partnership with John Snow International (JSI). TB DIAH has an opening for a Sr. Advisor for TB Communications who will serve as TB DIAH’s Senior Communications Director.

The Senior Communications Director is responsible for the management and strategic direction of TB DIAH’s communication activities. This includes knowledge management (KM) for a web based communications hub, dissemination of TB data analyses generated through the project’s data hub and communications (i.e. briefs, reports, presentations, capacity building etc.) related to strategic areas within the project. The Communications Director will work closely with USAID and TB DIAH technical experts to develop and manage an online TB resource repository and data hub containing monitoring and evaluation (M&E) tools for TB; state-of-the-art TB information and capacity building resources; and national TB data summaries for USAID’s 23 priority countries.

Activities include:
1. Collaborate with USAID’s communications team on development of publication, conference, and messaging/social media strategies for publications on TB data.
2. Use data to ‘tell the story’ and craft success stories that use data to support the narrative; the stories should include engaging and effective data visualization graphics.
3. Develop content for and manage the online TB hub and repository, which provides technical advice on the integration of TB data from multiple sources in digital formats that can be accessed in the data hub by users worldwide, including in data visualization dashboards.
4. Develop and maintain mechanisms to strengthen capacity in TB data analysis and use through various approaches including webinars, peer exchanges/mentoring and online courses.
5. Assess country-specific and global TB systems, data, and communications to evaluate current systems, policies, and practices and determine critical information gaps and opportunities for innovative solutions.
6. Update the focus of project communications as the project evolves, in coordination with USAID.
7. Collaborate with TB experts and IT experts on the development of new elements or functionalities in the TB DIAH online information repository, as needed.
8. Work with the project M&E team to identify key messages about project results.
9. Facilitate innovation, efficiency, and synergy through internal communications.
10. Establish or contribute to networks for strategic communication of TB data with other Accelerator projects, and possibly other groups, to ensure collaboration and synergies.
11. Develop briefing materials, talking points, and presentation as required.

The position will be located in either Chapel Hill, NC, or JSI offices in Arlington VA. Limited international travel is expected.

A master’s graduate degree in a relevant field of study.

1. At least ten years of experience in a communications relevant field with at least two years’ experience working in international settings; experience with USAID projects strongly preferred.
2. Demonstrated track record (minimum five years) of developing and managing the process of production of technical reports and communication materials to a diverse national and international audience, experience with TB publications is preferred.
3. Minimum of three years of experience with social media communications and strong data visualization expertise and experience with relevant software.
4. Excellent writing skills essential.
5. Solid understanding of web architecture and content management.
6. Proven experience in knowledge management for global projects.
7. Experience developing evidence-based, data-driven communication strategies and content for TB or other public health topics preferred.
8. Experience working with a diverse set of stakeholders particularly in developing countries is preferred.
9. Fluency in another language preferred.
