Position Summary

The MEASURE Evaluation project, funded by the United States Agency for International Development (USAID), is a global health project, with offices at the Carolina Population Center, University of North Carolina at Chapel Hill (www.measureevaluation.org). MEASURE Evaluation has an opening for a Senior Advisor for TB Communications for an Associate Award called the Tuberculosis Data, Impact Assessment and Communications Hub (TB DIAH) Project. The Senior Advisor will direct TB DIAH activities related to knowledge management (KM), communication about the project’s accomplishments with USAID, and communications among strategic areas within the project. The Senior Advisor will work closely with technical experts to develop an online TB resource repository or hub containing monitoring and evaluation (M&E) tools for TB; state-of-the-art TB information and resources; and national TB data summaries. The Senior Advisor will also promote the hub as a global public good for use by TB decision makers worldwide, and will coordinate with the funding agency, project senior management, and partner organizations; respond to requests; and implement project communications activities.

Activities include: Participating in the assessment of country-specific and global TB systems, data, and communication to evaluate current systems, policies, and practices and determine critical information gaps and opportunities for innovative solutions; leading the development and implementation of a comprehensive communications strategy for TB DIAH; collaborating with TB experts and information technology experts on the development of an online information repository on TB; developing content for and managing the online TB data hub; providing technical advice on the integration of TB data from multiple sources into digital formats that can be accessed in the data hub by users worldwide, including in dashboards using data visualization; contributing to the development and maintenance of mechanisms to build capacity in TB data analysis and use, such as webinars and communities of practice; developing networks for strategic communication on TB data; leading the publication, conference, and messaging/media strategies for academic publications on TB data; coordinating with project researchers about communication of technical information to policymakers, and with the project M&E team to identify key messages about project results; facilitating innovation, efficiency, and synergy through internal communications; participating in the development of communications products, such as video, online, and printed publications as needed, in collaboration with the KM team for the larger MEASURE Evaluation Leader Award; providing technical assistance to country offices and counterparts to both implement and to strengthen self-reliance on TB-related communications; and developing briefing materials, talking points, and presentations as required in support of resource generation efforts. The position is based in Chapel Hill, NC. The Senior Advisor for TB Communications will report to MEASURE Evaluation’s Associate Director for Communication and will coordinate closely with the KM team and with technical experts in TB within the project and externally. The position will be located in Chapel Hill, NC, with 20% international travel expected.

Educational Requirements

A master’s graduate degree in communications, journalism, English, marketing, or relevant area is required by the donor agency.

Qualifications and Experience

Minimum of 15 years of professional communication experience with emphasis on dissemination of scientific research, preferably in internationally focused and/or global health environment on projects funded by USAID. Excellent writing and oral communication skills. Experience with web architecture and design of digital information systems required. Experience managing large online clearinghouse or comparable digital resource systems strongly preferred. Sensitivity toward cultural diversity and an ability to work across various regions of the world. Ability to work independently and manage multiple activities on a daily basis with minimal supervision, yielding products that are of high quality, within a predetermined budget, and on time. Strong interpersonal, diplomacy, organizational skills a must. Ability to work effectively with project staff, USAID, and implementing partner staff in country and at headquarters, other donors, and international organizations. Fluency in English (required); working proficiency in French, Spanish, Portuguese or other languages used in TB DIAH project countries strongly preferred. Availability to travel domestically and internationally about 20% (required).
