Position Summary

This position will oversee and manage the software development and operations support for the MEASURE Evaluation project’s management information systems (MIS), financial information systems, public-facing website, staff intranet, and related sites. The IT Project Manager will supervise a team of four web programmers who develop and maintain MEASURE Evaluation web systems. The IT Project Manager is responsible for meeting with researchers and project staff to gather project specifications; creating requirement documents about those specifications; developing project and implementation plans, timelines, and budgets; serving as liaison to and supervisor of the programmers who will implement the plans; providing specifications to IT systems staff who oversee the web systems used by the programmers; implementing change management procedures; and ensuring the solutions are of high quality and delivered according to the agreed upon timelines. The IT Project Manager will also coordinate and provide user support services for delivered solutions.

Educational Requirements

Bachelor’s degree in information sciences, computer sciences or closely related degree; or a Bachelor’s degree in business administration, project management, or closely related degree and one year of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.

Qualifications and Experience

The following experience and skills are required: experience developing web applications utilizing PHP with MySQL on Apache; ability to quickly comprehend complex needs and systems and assimilate project specifications gathered from non-technical staff coupled with the ability to communicate these needs to web programmers with a strong process orientation; ability to adapt to changing project requirements and priorities and to adjust the team efforts accordingly; strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans and solutions to identified project specifications; and excellent diplomacy and communication skills.

The following experience is desired: experience working with international users in an academic setting and experience leading product development.
