Sagar C. Jain is a Fellow Emeritus at the Carolina Population Center.

Sagar Jain is an expert on improving program performance through systematic program diagnosis, strengthening managerial capabilities, and refining human resources management. He heads the Global Health Programs in the Department of Health Policy and Administration; the Executive Program in Health and Population for Developing Countries (EPDC) designed to prepare the next generation of leadership for health and population programs in Asia and Africa; and the Carolina Consulting Corporation developed to have direct involvement in improving the working of health and population programs. The EPDC has received support from USAID, the United Nations Population Fund, the Rockefeller and Ford Foundations, and the Asian Development Bank, among others, and received a first place award from the National Universities Continuing Education Association for excellence, innovation, and cost-effectiveness. He is editor-in-chief of the Journal of Health and Population in Developing Countries. Jain's current research is on developing a methodology for achieving measurable improvement in the performance of health and population services. This three-year project is based in Bangladesh.
