More than a decade ago, low-income African-American parents in the inner-city of Philadelphia identified what they saw as the most urgent educational needs of their children: the acquisition of basic skills (reading, writing, and numerical competence); the employment of teachers sensitive to their children's needs; fair discipline policies; and opportunities for their participation in school governance (Farrell and Johnson 1979).URL
