Abstract

This chapter focuses on and links three core processes in Ghana’s LEAP (Livelihood Empowerment Against Poverty) programme, namely impact, implementation, and predominant narrative, which together determine the lifespan of a cash transfer programme. The chapter starts by introducing social protection in Ghana, the LEAP programme, and its genesis, and the main impacts from recent rigorous evaluations, as the outcome of a conducive environment where politics, development partners, and national champions all played a role. The chapter continues by presenting how the recent rigorous evaluations are contributing in creating a new narrative on LEAP, following an effective and targeted advocacy which translated the evidence into clear and digestible messages for a variety of stakeholders, and by presenting LEAP as an improving programme that is refining its operations.
